The Coordinated Development of the Beijing-Tianjin-Hebei Region:Structural Assessment and Evolution

京津冀城市群是引领我国经济高质量发展的重要引擎,也是国内国际双循环的主阵地和试验田。围绕京津冀地区协同发展建立综合指标评价体系,计算不同要素对推动京津冀协同发展的权重和在过去一段时间所发挥的作用,进一步探讨京津冀协同发展在现阶段的结构特征和演进趋势。从结构视角研究发现,河北综合协同指数提升较京津更为显著,“千年大计”雄安新区建设,交通、公共服务投入增加激活了河北的区域协同后发优势;天津协同指数呈现细微下降,与天津近年来经济结构升级趋缓、京冀协同联动还有待加强有关。从协同指数结构看,总体上京津冀协同指数都有上升,河北的贡献率最大。京津冀协同发展总体上已经进入演进结构不断优化的发展阶段。

The Beijing-Tianjin-Hebei Region is one of the three major urban agglomerations in China.It is an important engine leading high-quality economic development in China,and it is also the main front and test field of internal and external circulation.Therefore,a structural comprehensive index evaluation system is established around the coordinated development of the Beijing-Tianjin-Hebei region,and the weight of different factors to promote the coordinated development of the Beijing-Tianjin-Hebei region and the role played in the past period are calculated.The structural characteristics and evolution trend of the coordinated development of the Beijing-Tianjin-Hebei region at the present stage are further discussed.From the perspective of structure,it is found that the comprehensive cooperation index of Hebei has improved more significantly than that of Beijing and Tianjin.The construction of Xiongan New Area,the"millennium project",and the increase of investment in transportation and public services have activated the synergy advantage of Hebei.Tianjin synergy index showed a slight decline,because of the slow upgrading of Tianjin's economic structure in recent years,and the coordination with the Beijing-Hebei region still needs to be strengthened.From the perspective of the coordination index structure,the overall Beijing-Tianjin-Hebei cooperation index has increased,with Hebei contributing the most.On the whole,the coordinated development of Beijing,Tianjin,and Hebei has entered a benign stage of structural coordination.
