公共政策是否得到有效执行是一个重要的现实问题,直接关系到公共政策的成败,甚至关系到人民福祉。在中国共产党领导下推进中国式现代化过程中,中国逐渐形成了具有中国特色和实践优势的公共政策制定、评估和执行模式,为中央决策的落实和公共政策的执行绩效提供了重要保障。中国公共政策执行具有政策执行坚持党的领导、执行环境和谐有序、政策执行主体协同高效以及政策执行公众积极参与等实践优势。提出了发挥地方政府积极性、充分形成政策合力、构建执行共同体、促进数据资源统筹利用等提升中国公共政策执行实践优势的路径。

Whether public policies are effectively implemented is an important practical issue,which is directly related to the success or failure of public policies,and even to people's welfare.In the process of promoting Chinese-style modernization under the leadership of the Communist Party of China(CPC),a model of public policy formulation,evaluation and implementation with Chinese characteristics and practice advantages has been gradually formed,which has guaranteed the implementation of central government decisions and public policies.The practice advantages for China's public policy implementation include the adherence to Party leadership in policy implementation,harmony in implementation environment,cooperation and efficiency of policy implementation subjects,and the active participation of the public in policy implementation.This paper has put forward the following measures to enhance the practice advantages of China's public policy implementation,such as the promotion of local government enthusiasm,the formation of policy joint force,the construction of an implementation community,and the integrated use of data resources.
