School Bus Safety Problems and Solutions:From Sino-Foreign Comparison Perspective

校车安全问题是工业化、城市化进程下农村基础教育资源重新配置的产物。欧美发达国家在校车安全管理上有其独到的经验,并已经形成符合其社会政策与教育环境的体系。中国的校车安全问题始于本世纪初、爆发于2012年前后,目前正处于不断缓解过程中。参考西方发达国家校车安全问题的解决方案,我国可以从运营组织模式、资金支持、技术规范与教育资源配置等方面改革现有校车安全管理模式。

School bus safety problems are caused by reallocation of rural basic education resources during the process of industrialization and urbanization.Developed countries in Europe and America have special experience on school bus management and have formed a system which is in keeping with their social policies and education environment.School bus safety problems in China,beginning from the early 21 st century and soaring around 2012,are in the process of being alleviated.Drawing lessons from western countries,we can solve the problems by reforming the present school bus management model concerning operation mode,fund support,technology standard and distribution of education resources.
