One year after Russia’s clashed with Ukraine,certain assumptions about the utility of cyber operations during wartime can now be put to the test.Cyber operations are useful for intelligence gathering,subversion and shaping information spheres,but they are not a substitution for decisive military force.Russian cyber activities have primarily focused on intelligence gathering,data destruction,and denial-of-service attacks on critical infrastructure.There are lessons to be learned from the way Russia has employed cyber and information means,and the way Ukraine has managed to avert or rein in the attacks.
