摘要 在俄罗斯与乌克兰发生军事冲突一年后,有关战时网络行动效果的某些预测现在可以进行分析。网络行动对情报收集、颠覆和塑造信息领域有一定作用,但它们不能取代决定性的军事力量。俄罗斯此次网络活动主要集中在情报收集、数据破坏和对关键基础设施的拒绝服务攻击上。俄罗斯利用网络和信息手段的方式,以及乌克兰设法避免或遏制攻击的方式,值得我们从中吸取经验。 One year after Russia’s clashed with Ukraine,certain assumptions about the utility of cyber operations during wartime can now be put to the test.Cyber operations are useful for intelligence gathering,subversion and shaping information spheres,but they are not a substitution for decisive military force.Russian cyber activities have primarily focused on intelligence gathering,data destruction,and denial-of-service attacks on critical infrastructure.There are lessons to be learned from the way Russia has employed cyber and information means,and the way Ukraine has managed to avert or rein in the attacks.
