基于模糊评价法构建小型水库标准化管理评价体系

Construction of Standardized Management Evaluation System for Small Reservoirs Based on Fuzzy Evaluation Method

“十四五”期间,水利部全面推进水利工程标准化管理,提高管理规范化、智慧化、标准化水平,形成系统高效的标准化管理模式。为此,本文根据小型水库的特点,构建了小型水库标准化管理评价体系,从工程设施、安全管理、运行管理以及管理保障4个方面对小型水库标准化管理工作进行量化评价。并结合平度市涧口水库标准化管理工作,采用小型水库标准化管理量化评价模型对水库的标准化管理工作进行评价,发现量化评价模型在评价小型水库标准化管理工作方面具有较高的准确性,可为小型水库标准化管理评价提供基础保障。

During the“14th Five-Year Plan”period,the Ministry of Water Resources comprehensively promoted standardized management of water conservancy projects,aiming to improve management normalization,intelligence and standardization,and form a systematic and efficient standardized management model.Therefore,this paper constructs a standardized management evaluation system for small reservoirs based on the characteristics of small reservoirs.It quantitatively evaluates the standardized management of small reservoirs from four aspects,project facilities,safety management,operation management and management guarantee.Combined with the standardized management of Jiankou Reservoir in Pingdu City,the paper uses a quantitative evaluation model for standardized management of small reservoirs to evaluate the standardized management of the reservoir.The results show that the quantitative evaluation model has high accuracy in evaluating the standardized management of small reservoirs,and can provide a basic guarantee for the evaluation of standardized management of small reservoirs.
