Strategy Study on Economical and Intensive Land Use of Railway Engineering in the New Situation

国土空间规划管控和绿色经济发展新形势下,节约集约利用土地资源是高质量发展阶段铁路工程建设的必然要求。基于全生命周期理论,全面分析铁路工程建设项目在选址选线、用地预审、可行性研究、工程设计、用地报批、工程施工等阶段节约集约用地存在的问题,并在此基础上,从宏观管理、中观布局和微观设计不同尺度视角,提出了加强规划管控、强化部门联动、创新经营机制、优化选址选线、运用现代科技、加强人才培养等方面的策略建议。

In the new situation of territorial space planning control and green economic development,the economical and intensive use of land resources is the inevitable requirement of railway construction in the stage of high-quality development.Based on the full life cycle theory,the paper comprehensively analyzes the problems of economical and intensive land use existing in various stages of railway engineering construction projects such as site selection,land pre-examination,feasibility study,engineering design,land application and approval,project construction,and from the perspective of different scales of macro management,meso layout and micro design,put forwards strategic suggestions in the aspect of strengthening planning control,strengthening linkage between departments,innovating management mechanism,optimizing site selection,applying modern science and technology,and strengthening personnel training.
