基于《“十四五”全国档案事业发展规划》中期评估视角的不动产登记电子档案管理现状与对策——以河南省鹤壁市为例

Based on〈"the 14th Five-Year Plan"for Nationwide Archival Undertaking Development〉the Current Situation and Countermeasures on the Electronic Archives Management of Real Estate Registration under the Perspective of Mid-term Evaluation——Taking the Case of Hebi City,Henan Province as an Example

不动产登记可通过网上申请后,电子申请资料数量激增。此类资料存在收集标准不统一、归档范围不明确、保存方式不确定、真实性难以保证、信息安全隐患、移交时不达标等问题。基于《“十四五”全国档案事业发展规划》中期评估视角,提出建立不动产登记电子档案管理行业标准、完善电子档案管理基础设施、利用技术手段加强电子档案安全管理、加强对电子档案移交工作指导、加强档案人才培养等应对措施。

The number of real estate registration electronic archives has increased sharply after the online application for registration.These archives have several problems,such as different standards of collection,indeterminacy of archive range,and uncertain reservation approach.These archives are difficult to guarantee the authenticity and information has potential security risks.Handover of electronic archives are not up to standard.Base on the mid-term visual angle of〈"the 14th Five-Year Plan"Nationwide Archival Undertaking Development〉Thus,we should establish the industry standard of real estate electronic archives management.We should also improve the infrastructure of real estate electronic archives.Solutions are strengthening the security management of electronic archives by technical means and improve the quality of archivists.Strengthen the archives cultivating and the guidance on the handover of electronic archives.
