民族地区党建引领基层社会治理的基本形态与创新路径——以青海省D县为例

On The Basic Form and Innovative Path of the Party Construction in Leading Grassroots Social Governance in Ethnic Areas:A Case Study of County D in Qinghai Province

基层社会治理是国家治理的重要基石。基于民族地区文化多元、生态保护优先、资源禀赋等实际特色和优势,探究党建引领基层社会治理的创新路径具有重要意义。民族地区党建引领基层社会治理遵循党组织领导、协同治理、民族团结进步、生态保护优先的理论逻辑,坚定不移地坚持党建引领基层社会治理的核心作用,同时创新基层社会协同联动治理机制,不断完善基层社会网格化治理体系,优化基层社会治理的专业化队伍结构,进而持续提升基层社会治理成效与活力。当前民族地区依然面临着如何持续提升党组织引领效能、增强基层政府部门治理创新能力、激发基层自治组织活力、促进“三治”深度融合、推动科技赋能基层智治等问题,解决这些问题需着重从充分发挥党组织核心引领基层社会治理的效能、持续创新基层政府部门治理的活力与效力、不断完善基层自治组织运行机制、深入促进“三治”融合激发内生动力、积极构建基层智慧治理体系五个维度纵深创新推进。

Social governance at the grassroots level is an important cornerstone of national governance.Based on the practical characteristics and advantages of ethnic minority areas,such as cultural diversity,ecological protection priority and resource endowment,it is of great significance to explore the innovative paths of the Party construction in leading grassroots social governance.Following the theoretical logic of the Party leadership,collaborative governance,ethnic unity and progress,and priority of ecological protection,the Party construction in ethnic areas adheres unswervingly to the core role of the party,innovating the collaborative and interactive governance mechanisms,and improving the grid governance system and professional team structure in order to enhance the effectiveness and vitality of grassroots social governance.At present,ethnic minority areas are still faced with such difficulties as how to continuously improve the leadership efficiency of the Party organizations,how to enhance the governance and innovation ability of grassroots governments,how to stimulate the vitality of grassroots organizations of self-governing,how to promote the deep integration of the"three-governance",and how to promote the empowerment of science and technology in grassroots smart governance.Therefore,it is necessary to focus on in-depth innovation and promotion from the following five dimensions,that is,giving full play to the effectiveness of the leading core of the Party organization,innovating its vitality,improving the operative system of the self-governing,further promoting the integration of the"three-governance"to stimulate the endogenous impetus,and actively building a smart governance system.
