Study on the Planning Strategy of Rural Living Environment Upgrade under the Guidance of Hierarchical Governance Objectives

乡村振兴战略对规划工作提出新要求,深度剖析国家乡村建设的治理机制及建设目标,为了更好地引导农村人居环境品质的良性发展,我们提出全过程-多层次-立体化的规划视角。在长沙县金井社区的实践中,以分层治理作为串联规划策略的钥匙,以全域视角统筹人居环境建设、多层面整治示范区、针对性地提升示范点质量等多个建设目标,形成综合性的农村人居环境整治模式,助力政府管控有序、村委推进迅速、村民建设满意的农村人居环境。

The continuous improvement of the quality of rural living environment is the direct embodiment of the implementation of the rural revitalization strategy.Deeply analyze the governance mechanism and construction objectives of rural construction,we put forward the whole process-multi-level-'three-dimensional'planning perspective.In the practice of Jinjing Community in Changsha County,hierarchical governance is the key to the planning strategies and multiple construction objectives such as overall planning of living environment construction,multi-level renovation of demonstration areas,and targeted improvement of the quality of demonstration sites are taken to form a comprehensive rural living environment upgrade model,which helps the government control orderly,the village committee promote rapidly,and the villagers build a satisfactory rural living environment.
