基于主体间性理论的村庄规划公众参与机制研究--以富平县荆山村为例

Research on Public Participation Mechanism in Village Planning based on the Theory of Inter Subjectivity:Taking Jingshan Village,Fuping County as an Example

文章以富平县荆山村为研究对象,以探索新型村民参与模式为目标,针对村庄规划中公众参与的问题展开研究。荆山村位于西安市一小时经济圈内,并且位于富平县“红色研学基地—中华郡景区”的旅游线路上,在“主体间性”的视角下,通过对荆山村的现场调研、实地测试、综合分析研究旅游型乡村规划中公众参与所面临的主要问题。基于“主体间性”理念的内核,以荆山村为例,提出村民参与导向的项目策划与空间设计、促进村内力量成长的协力机制与事件策划、适于村民自主建设的规划形式与行动指南三大乡村规划措施。希望以上措施可以有效改善村庄规划中村民的主体性缺失问题,为实用性村庄规划的发展提供参考。

This paper takes Jingshan Village,Fuping County as the research object,and aims to explore a new model of villagers'participation,and studies the public participation in village planning.Jingshan Village is located in the one-hour economic circle of Xi'an City and on the tourist route of"Red Research Base-Zhonghua County Scenic Spot"in Fuping County.From the perspective of"intersubjectivity",the main problems faced by public participation in the planning of tourism-oriented villages are studied through field survey,field test and comprehensive analysis of Jingshan Village.Based on the core of the concept of"intersubjectivity",taking Jingshan Village as an example,three major rural planning measures are put forward,namely,project planning and space design oriented by villagers'participation,cooperation mechanism and event planning to promote the growth of forces in the village,and planning forms and action guidelines suitable for villagers'independent construction.It is hoped that the above measures can effectively improve the lack of subjectivity of villagers in village planning and provide reference for the development of practical village planning.
