浅谈科研院所知识产权贯标实践过程及思考

Discussion on the Practice Process and Thinking of the Implementation of Intellectual Property Standards in Scientific Research Institutes

科研院所是国家科技创新体系中的重要组成部分,加强科研院所知识产权保护与管理既是促进科研院所创新发展的基础性工作,也是助力科研院所科技成果转化的坚实基础。2017年国家颁布实施《科研组织知识产权管理规范》,该规范为科研组织策划、实施和运用、检查、改进知识产权管理体系提供了明确的指导要求。讲述了科研院所开展知识产权贯标的必要性,分析了科研院所知识管理中存在的问题,介绍了知识产权管理体系建设过程中的4个阶段,以及知识产权贯标后取得的效果,同时为后续科研院所开展知识产权贯标提供参考建议。

Scientific research institutions are an important part of the national scientific and technological innovation system.Strengthening the protection and management of intellectual property rights of scientific research institutions is not only the basic work to promote the innovation and development of scientific research institutions,but also a solid foundation to help scientific research institutions transform their scientific and technological achievements.In 2017,the State promulgated and implemented the Code for Intellectual Property Management of Scientific Research Organizations,which provides clear guidance for scientific research organizations to plan,implement and apply,inspect and improve the intellectual property management system.This paper describes the necessity for scientific research institutes to carry out the implementation of intellectual property standards,analyzes the problems existing in the knowledge management of scientific research institutes,introduces the four stages in the construction of the intellectual property management system,and the results achieved after the implementation of intellectual property standards,and provides reference suggestions for subsequent scientific research institutes to carry out the implementation of intellectual property standards.
