常德市机耕道建设现存问题及解决对策研究

Research on the Existing Problems and Solutions of Mechanized Farming Road Construction in Changde City

机耕道是农业生产机械化的重要基础设施。近年来,机耕道规划设计不合理、建设标准不统一、政策资金脱节等问题已成为制约常德市农机化发展的瓶颈。通过分析常德市机耕道发展滞后的原因,提出了从落实主体责任、科学规划布局、多方筹资建设、鼓励土地流转等方面入手,解决机耕道建设面临的难题,保证农业机械走好“最后一公里”。

The farming road is an important infrastructure for the mechanization of agricultural production.In recent years,the problems such as unreasonable planning and design of farming roads,inconsistent construction standards,and disconnected policies and funds have become bottlenecks that restrict the development of agricultural mechanization in Changde city.By analyzing the reasons for the lagging development of Changde city farming roads,we propose to start by implementing the main responsibility,scientific planning and layout,multi-funding construction,and encouraging land transfer to solve the problems faced by the construction of Changde city farming roads and ensure the mechanization of agricultural production to go“the last kilometer”.
