新型农村集体经济与乡村共同富裕:逻辑关联、实践过程与路径选择——基于“战旗道路”的经验观察

The New Rural Collective Economy and Common Prosperity:Logical Correlation,Practical Process and Path Selection——Based on the Empirical Observation of“Zhanqi Village”

新型农村集体经济是促进乡村共同富裕的重要力量与核心载体。基于“组织统筹、制度驱动、市场经营”的三维分析框架,对战旗村发展新型农村集体经济驱动乡村共同富裕的运作机制进行分析,研究发现:在组织统筹维度,基层党组织是新型农村集体经济发展与共同富裕的组织轴心,承担着政治引领与利益协调的角色,有利于促进实质意义上的分配正义;在制度驱动维度,土地集体所有制基础上的集体产权制度改革与股份合作赋予了村社集体与村社成员边界明晰、权责明确的财产权利,有利于促进集体资产的优化配置和保值增值,并从制度和程序上保障资源的分配正义;在市场经营维度,利用管理赋能和产业融合的方式拓展了市场需求,提高了资源配置效率,为新型集体经济发展和乡村共同富裕创设了可持续的发展动能。因此,要通过完善新型农村集体经济组织体系、深化农村集体产权制度改革、构建农村集体经济发展新机制等方面促进新型集体经济发展,以驱动乡村共同富裕。

The new rural collective economy is an important force and core carrier to promote the common prosperity of the countryside.Based on the three-dimensional analysis framework of“organizational planning,system-driven,market management”,this paper analyzes the operation mechanism of Zhanqi Village’s development of a new rural collective economy to drive rural common prosperity.The organizational axis of collective economic development and common prosperity assumes the role of political leadership and coordination of interests,which is conducive to promoting distributional justice in a substantive sense;secondly,in the dimension of institutional drive,the reform of the collective property rights system based on collective land ownership and shareholding the cooperation endows the village collective and village members with property rights with clear boundaries and clear rights and responsibilities,which is conducive to promoting the optimal allocation,preservation and appreciation of collective assets,and guarantees the justice of resource distribution in terms of systems and procedures;finally,in the dimension of market operation,using management empowerment and industrial integration to expand market demand,improve resource allocation efficiency,and create sustainable development momentum for the development of the new collective economy and the common prosperity of the countryside.Therefore,it is necessary to promote the development of the new collective economy by improving the organizational system of the new rural collective economy,deepening the reform of the rural collective property rights system,and building a new mechanism for the development of the rural collective economy to drive the common prosperity of the countryside.
