How to Better Leverage the Role of Think Tanks in Public Policy Evaluation——China’s Practice,International Experience,and Policy Recommendations

[目的/意义]智库是公共政策评估的一支重要力量,具有专业性、科学性、独立性和开放性等优势。充分发挥智库在公共政策评估中的作用,对建立和完善决策咨询制度,推动科学决策、民主决策,推进国家治理体系和治理能力现代化具有重要意义。[方法/过程]本文通过分析我国智库参与公共政策评估的基本情况,发现官方智库、大学智库和民间智库在公共政策评估中都做出了积极探索。但是,我国智库还存在参与程度不高、制度化规范化不足、专业性科学性不够、评估结果对政策调整影响力有限等短板和不足。[结果/结论]为了更好地发挥智库在公共政策评估中的作用,必须加快构建中国特色新型智库,在借鉴国外经验的基础上,加强智库参与公共政策评估工作的制度化和规范化,提升智库参与公共政策评估工作的专业性和科学性。

[Purpose/significance]Think tanks are an important force in public policy evaluation,with the advantages of professionalism,scientificity,independence and openness.The full play of the role of think tanks in public policy evaluation is of great significance in establishing a sound decision-making consultation system,promoting scientific and democratic decision-making,and advancing the modernization of China’s system and capacity for governance.[Method/process]By sorting out the current situation of think tanks’participation in public policy evaluation in China,this paper finds that official think tanks,university think tanks and private think tanks have all made useful explorations in public policy evaluation.However,there are still shortcomings and deficiencies in Chinese think tanks,such as low participation,insufficient institutionalization and standardization,insufficient professionalism and scientificity,and limited influence of evaluation results on policy adjustment.[Result/conclusion]In order to better play the role of think tanks in public policy evaluation,it is necessary to accelerate the construction of new types of think tanks with Chinese characteristics,strengthen the institutionalization and standardization of think tank participation in public policy evaluation on the basis of foreign experience,and enhance the professionalism and scientificity of think tank participation in public policy evaluation.
