全球智库人工智能议程设置演变与发展——基于60年(1962-2021)智库出版物数据

Evolution and Development of Agenda Setting on Artificial Intelligence in Global Think Tanks——Based on 60 Years(1962-2021)of Think Tank Publication Data

[目的/意义]人工智能技术的快速发展与广泛应用,正在引发全新的技术革命和产业变革。在有关人工智能科技政策的制定过程中,离不开全球智库对“人工智能”的议程设置和舆论引导。[方法/过程]构建“全球智库人工智能出版物数据库”,对出版物进行“关键词–议题–议程”三阶段编码,深入分析全球智库在人工智能议程设置上呈现的主体、主题与历时性特点。[结果/结论]归纳人工智能伦理与治理、人工智能和平与安全、人工智能感知与认识、人工智能政策与国家战略、人工智能霸权与国际政治、人工智能转型与可持续应用六大议程聚类及其出现、爆发与发展的演进趋势,以期为增强我国智库人工智能国际议程设置能力、更好地掌握人工智能国际规则制定话语权提供支撑。

[Purpose/significance]The rapid development and widespread application of artificial intelligence technology is triggering a new technological revolution and industrial change.In the process of formulating policies on AI technology,the agenda setting and public opinion guidance of global think tanks on AI are indispensable.[Method/process]By constructing the“Global Think Tanks AI Publications Database”and coding the publications in three stages of keyword-issue-agenda,we analyze in depth the main,thematic and ephemeral characteristics of AI agenda setting by global think tanks.[Result/conclusion]The six agendas of AI ethics and governance,AI peace and security,AI perception and awareness,AI policy and national strategy,AI Supremacy and international politics,and AI transformation and sustainable application and their evolutionary trends of emergence,outbreak and development are summarized,which provide support for enhancing the international agenda-setting ability of AI in China’s think tanks and better mastering the discourse of AI international rule-making.
