数字政府驱动营商环境优化研究——以贵阳为例

Research on the Optimization of Business Environment Driven by Digital Government——Taking Guiyang City as an Example

[目的/意义]在新技术革命背景下,通过数字政府打造营商软环境高地是时代的必然趋势,特别是对于西部地区,数字赋能可以弥补其与东部地区的营商环境差距。[方法/过程]针对“数字政府如何驱动营商环境优化”的问题,本文尝试从《优化营商环境条例》中提取4个分析维度,与世界银行12个指标、国家发改委18个指标以及贵阳多个部门的资料相互统一,并进行研究探讨。[结果/结论]本文认为公共数据开放共享、政务信息化共建共用、数字化政务服务有利于营商环境优化,并从主体保护、市场环境、政务服务和法治监管等4个方面,提出了数字政府建设驱动营商环境进一步优化的前景展望与解决方案。

[Purpose/significance]Under the new technological revolution,it is a general trend to build a business soft environment highland through digital government.Especially,digital empowerment in the western region can fill the gap between the business environment in the eastern region and that in the western region.[Method/process]Focusing on the issue of“how does digital government drive the optimization of business environment”,this paper tries to extract four analysis dimensions from the Regulation on Optimizing Business Environment,and discusses them together with 12 indicators of the World Bank,18 indicators of the National Development and Reform Commission,and data from multiple departments in Guiyang.[Result/conclusion]Itbelieves that open sharing of public data,co construction and sharing of government information,and digital government services are conducive to optimizing the business environment.And from the four aspects of subject protection,market environment,government services,and legal supervision,the prospect and solution of further optimizing the business environment driven by digital government construction are proposed.
