中国高校智库支持公共决策的能力提升案例研究——基于“三圈理论”视角

A Case Study on Improving the Capacity of Chinese University Think Tanks to Support Public Decision-Making——A Perspective of Three-Circle Theory

[目的/意义]高校智库支持公共决策具有天然优势和内在动因,建设高校智库有助于完善现代大学体系和治理结构,更有助于提升政府的科学决策和民主决策。探讨如何系统性提升高校智库支持公共决策的能力具有重要现实意义。[方法/过程]基于高校智库的重要性以及近年来国家对高校智库提出的助力公共决策要求,本研究以提升高校智库支持公共决策有效性为导向,采用单案例分析方法,基于“三圈理论”聚焦分析中国高校智库支持公共决策过程应具备什么样的价值圈、能力圈和支持圈。[结果/结论]基于X大学Y研究院的单案例分析结果,本研究发现中国高校智库需要坚持客观中立的价值观,以科学和现实问题为导向,从人才培养和学科交叉两个维度进行智库能力建设,并在组织、财力和公众三个方面建立支持条件,为政府决策提供客观公正的智力支持,以期为中国高校智库建设提供实证支持和理论支撑。

[Purpose/significance]University Think tanks(UTTs)have natural advantages and intrinsic motivation to support public decision-making.The construction of UTTs is conducive to the improvement of modern university system and governance structure,and more conducive to the promotion of scientific and democratic decision-making of the government.Therefore,it is of great practical significance to explore how to systematically improve the ability of UTTs to support public decision-making.[Method/process]Based on the importance of UTTs and recent requirement for them to help government’s public decision-making,this study aims at exploring how to improve the effectiveness of UTT’s participation in public decision-making.This study uses single case analysis method,from a view of three-circle theory,to analyze what kind of value,ability and support Chinese UTTs should have when providing support for public decision-making.[Result/conclusion]Based on the case analysis results of research institute Y in university X,to provide objective and impartial intellectual support for government decision-making,this study demonstrates that UTTs should adhere to the values of objectivity and neutrality,be guided by scientific and realistic problems,build capacity from talent training and interdisciplinary,and provide organizational,financial and public support.This study provides empirical and theoretical support for the construction of Chinese UTTs.
