美国一流智库人才建设机制观察及其启示——以13家智库为例

摘要 [目的/意义]深入研究和揭示美国一流智库人才建设机制,有助于为我国智库人才队伍的建设及结构优化提供决策依据。[方法/过程]以美国13家一流智库作为研究对象,通过网站、年度报告及相关文献调研,从智库人才队伍建设宗旨、人员队伍配置、科研组织模式、考核激励、人才储备等维度进行定性和定量分析,发现美国一流智库人才建设的创新机制及措施。[结果/结论]研究结果表明,美国一流智库尊崇多元化、平等性和包容性原则,合理建设人才梯队,以扁平化结构和矩阵式项目制开展相关研究,注重研究人员质量建设和人才培养,这对我国智库人才队伍建设具有一定的借鉴意义。 [Purpose/significance]In-depth observation on the talent construction mechanism of first-class think tanks in the United States will help to provide decision-making basis for the construction of new think tanks with Chinese characteristics talents team.[Method/process]Taking 13 first-class think tanks in the United States as the research objects,the study takes the qualitative and quantitative analysis from the dimensions of the purpose of talent team construction,the personnel team allocation,the scientific research organization model,the assessment incentives,and the talent reserve,etc.All analysis data come from websites,annual reports and related literatures of the first-class think tanks,in order to discover the innovative mechanisms and measures for the construction of 13 think tanks in the United States.[Result/conclusion]The research results show that the first-class think tanks in the United States respect the principles of diversity,equality and inclusiveness,build a talent echelon reasonably,carry out relevant research with a flat structure and a matrix project system,and pay attention to the quality construction of researchers and talent training.This has certain reference significance for the construction of the Chinese think tanks’talents team.
