建构主义视角下东南亚智库塑造地区制度的研究——以东盟战略与国际问题研究所为例

Research on Southeast Asian Think Tanks Shaping Regional Institutions from the Perspective of Constructivism——Taking the Institute of ASEAN Strategic and International Studies as an Exa

[目的/意义]在东南亚地区合作制度的生成过程中,具有半官方和小规模特点的东南亚智库发挥了重要的作用。东盟战略与国际问题研究所作为东南亚智库的典型代表,推动了东盟地区论坛的创设,这对中国智库如何更好地发挥作用具有重要的借鉴意义。[方法/过程]本文在建构主义国际关系理论视域中,构建了智库“知识供给—知识扩散”的分析框架,展示东南亚智库对地区合作制度的塑造过程,分析了东盟战略与国际问题研究所在东盟地区论坛这一重要地区制度形成中的作用。[结果/结论]研究发现,东盟战略与国际问题研究所通过“合作安全”观念的本土化改造与扩散,促进了这一观念在东南亚的政策转换,并推动了东盟地区论坛的成立。以此为借鉴,中国智库需要增强地区知识的生产与扩散能力,并在知识制度化方面发挥积极作用。

[Purpose/significance]In the formation process of the regional cooperation institution in Southeast Asia,semi-official and small-scale think tanks in Southeast Asia have played an important role.As a typical representative of Southeast Asian think tanks,the ASEAN Institute for Strategic and International Studies promoted the establishment of the ASEAN Regional Forum,which has important implications for how Chinese think tanks can better play their roles.[Method/process]This paper constructs the analytical framework of“knowledge supply-knowledge diffusion”of think tanks from the perspective of constructivist international relations theory,shows the process of shaping the regional cooperation institution by Southeast Asian think tanks,and analyzes the role of the ASEAN Institute for Strategic and International Studies in the formation of the ASEAN Regional Forum,which is an important regional institution.[Result/conclusion]The study finds that the ASEAN Institute for Strategic and International Studies promoted the policy transformation in Southeast Asia through the localization and diffusion of the concept of“cooperative security”,and promoted the establishment of the ASEAN Regional Forum.Taking this as a reference,Chinese think tanks need to enhance the production and diffusion capabilities of regional knowledge,and play an active role in the institutionalization of knowledge.
