民意发包:驱动政府工作的新方式——以S县民生实事项目人大代表票决制为例

"Subcontract of People's Will":A New Mode of Driving Government Work——An Example of LPC Deputies Vote-deciding System on People's Livelihood Projects in S County

政府工作动力的驱动来源研究一直受学界关注,旨在解释科层组织行动何以发生并有序运行。然而,目前的研究未能充分呈现全过程人民民主框架下地方治理实践创新现状,也未能全面叙述地方政府工作的驱动机理。据此,本文提出民意发包的概念,描述以人大制度建设为依托,由民意驱动政府工作的治理方式,同时与行政发包的解释路径进行比较分析。通过对江苏省S县民生实事项目代表票决制的分析,文章认为,民意发包体现了双向调适的民意集成、规范提格的民意认证、民意贯穿的项目监督以及多维并重的结果评价四个机制。在此基础上,本文还从制度、价值、效果、变革四个维度分析了民意发包的创设逻辑,即将民意发包作为围绕科层制特征进行研究叙事方式的补充,为刻画我国地方民主政治建设和政府治理创新实践提供启示。

Researches on the driving source of government has always been highly concerned,which explains the key problem of how bureaucratic organizations orderly operate.However,the existing research conclusions are not sufficient to depict the local governance practice innovations that reflect the essence of whole-process people's democracy,and also fails to comprehensively describe the driving mechanism of local government work.In this regard,this paper proposes the concept of"subcontract of people's will",presents the governance mode driven by people's will based on the construction of the people's congress system,and makes a comparative analysis with the interpretation path of"administrative subcontract".Through the analysis of LPC deputies vote-deciding system on people's livelihood projects in S County of Jiangsu Province,this paper believes that"subcontract of people's will"covers four mechanisms:two-way people's will integration,standardized people's will certification,project supervision through people's will and multi-dimensional results evaluation.In addition,this paper also analyzes the creative logic of"subcontract of people's will"from four dimensions of system,value,effect and change.As a supplement to the narrative style of government researches based on bureaucratic organizations,the conceptual framework of"subcontract of people's will"provides important inspiration for future researches on local democratic political construction.
