对标对表:一种中国特色的政策话语转译行为

Benchmarking and Target Comparison:A Behavior of Policy Discourse Translation with Chinese Characteristics

在中国公共政策场景中,“对标对表”是一类常见现象。本研究通过政策文本分析和田野调查发现,中央政策出台后,地方政府在对标对表执行上级政策时,会进行逐级转译。地方政府的政策话语转译行为实现了中央政策的统一性、层级政府转译的差异性以及横向政府间的竞争性的结合,其转译过程呈现动态循环性、多重目标性与多重非均衡性。“对标对表”的政策话语转译行为,契合了超大国家政策统一性与灵活性的需求,揭示了中国之治的基本经验。

In Chinese public policy scenarios,“Benchmarking and Target comparison”is a common administrative phenomenon.Through policy text analysis and field research,this study found that after the central policy was issued,local governments would translate the policy from one level to another in the process of policy implementation.The policy discourse translation behavior of local governments realizes the unity of central policies,the differences in hierarchical governments'discourse translation,and the combination of horizontal govermments'competition.The translation process presents dynamic cyclicity,multiple objectives,and multiple non-equilibrium.The policy discourse translation behavior of“Benchmarking and Target Comparison”meet the need for policy unity and flexibility of the mega-state,and reveals the basic experience of China's governance.
