摘要
构建全国统一大市场是一项需要中央到地方相互配合、相向而行的系统工程。随着社会经济的发展,地方政府行为对统一市场构建的影响正在发生转变。本文结合央地关系变化、市场主体发育以及技术条件进步等因素对地方政府经济行为动机进行动态考察,发现党的十八大以来,地方政府参与统一市场构建的激励相容条件已经初步形成。但要实现地方政府经济行为从造成市场分割到促成市场统一的转变,仍需在完善央地互动关系、优化横向府际联系等方面加以强化,其中顶层设计要为提升政策执行的统一性、减少地方政府间无序竞争以及形成构建国内大市场的长期激励创造条件,同时地方政府间协同与合作的体制机制安排应更加合理可行。
Building the unified national market is a systematic project that requires coordination between the central and local governments.With the development of social economy,the influence of local government behavior on construction of the unified market is changing.This paper investigates the motivation of local governments'economic behavior dynamically by combining the changes in the relationship between central government and local government,the development of market subjects and the progress of technological conditions,and finds that the incentive compatibility conditions for local governments to participate in the construction of the unified market have been initially formed since the 18th National Congress of the CPC.However,to change the economic behavior of local government from being separated to being unified,it is still necessary to Improve the interaction between governments vertically and horizontally,while the top-level design should create conditions for improving the uniformity of policy implementation,reducing the disorderly competition among local governments and providing long-term incentives to build the unified national market.At the same time,institutional arrangement of coordination and cooperation among local governments should be more reasonable and feasible.
