人民政协复合型群体代表机制探析

An Analysis of the Composite Structure of Group Representation in the Chinese People's Political Consultative Conference

作为当代中国政治代表的三大机制之一,人民政协是一种群体代表机制。这种群体代表机制具有一种复合结构,一方面,它要表达特定群体的利益诉求;另一方面,它又要呈现不同社会群体的意见和社会视角。作为利益代表,政协委员由协商而非选举产生,能够超越界别的局限,努力将特定群体的利益诉求整合到最广大人民的根本利益之中;作为意见和社会视角的代表,政协委员来自不同界别,可以将多元而专业的意见、丰富而独特的社会视角带入政策过程,为执政党的科学民主决策创造有利条件。为了更好地实现其代表性,人民政协既要从内部完善其工作机制,又要与党代表和人大代表机制实现有效衔接,推动全过程人民民主的发展。

As one of the three major mechanisms of political representation in contemporary China,the Chinese People's Political Consultative Conference(CPPCC)is a mechanism of group representa-tion.This mechanism of group representation has a composite structure,on the one hand,it has to express the interests and demands of specific groups;on the other hand,it has to represent the opin-ions and social perspectives of different social groups.As representatives of interests,the CPPCC members are selected by consultation rather than election,through which it is able to transcend the limitations of their working sectors and integrate the interests and demands of specific groups into the fundamental interests of the majority of the people.As representatives of opinions and social perspec-tives,the CPPCC members come from different backgrounds,which can bring diverse and profession-al opinions,as well as rich and unique social perspectives,into the policy process,and create favora-ble conditions for the Communist Party of China's decision-making in a scientific and democratic way.In order to better realize its representativeness,the CPPCC should not only improve its working mechanism from within,but also achieve an effective connection with the mechanisms of Party repre-sentatives and deputies to the National People's Congress to promote the development of whole-process people's democracy.
