摘要
5G作为支撑经济升级转型的新基础设施,是引发新一代产业革命的引擎,成为中美为争夺世界话语权而竞争的核心产业。中国在5G发展中有一定的技术优势和网络基础,也面临核心器件自给薄弱、遭受美国打压等风险。文章以系统论为视角,将波特“钻石体系”、态势分析法(SWOT Analytical Method,简称为SWOT)和层次分析法(Analytic Hierarchy Process,简称为AHP)相结合,梳理并考量中国5G竞争力要素、结构和层次,得出中国发展5G适合采取的战略强度为“趋向积极”、类型为“抗争进取”。构建人类5G命运共同体、遵循科技发展本质规律、系统提升5G国家竞争优势是中国5G竞争力前进方向。
5G,as the new infrastructure to support economy,is the core competitiveness of new generation industrial revolution.5G has also become a core technology focused by China and United States competing for world discourse.China has certain technology and foundation advantages,but also faces risks such as weak core technology and American sanctions.This article,in systematic view,with diamond model,SWOT analytical method(SWOT)and analytic hierarchy process(AHP),sorts out and calculates China's 5G competitiveness including elements,structure and hierarchy,such as strengths,weaknesses,opportunities and threats.China could adopt positive,aggressive and fighting strategic direction.Building the 5G community of human destiny,respecting laws of science and technology,and systemically enhancing the country's advantage are the directions for China 5G competitiveness.
