美国空警警力供给体制流变解析

行业公安改革对空警队伍提出了管理体制调整的要求,是否会因此而变革我国空警警力供给体制尚未可知。为深入认识空警警力供给这一世界性难题,本研究采取他山攻玉的方式,将美国空警作为主要研究对象,从美国政府在空警警力供给上所表现出的周期性衰退与补偿性增长的历史动态进程中,挖掘不同时期空警管理体制演变更迭的深刻原因。针对美国空警发展的周期性波动规律,提出梯度层扩格局解释框架,为推进我国空警现代化建设提供新的视野和思考维度。

The reform of professional police has put forward the requirements for the adjustment of the Air Marshal management system,but there is still unknown whether this will lead to changes in the supply system of China Air Marshal.In order to deeply understand the certain problem,this paper takes U.S.Air Marshal as research sample,and explores the profound reasons for the changes of management system in different periods from the historical dynamic process of the cyclical decline and compensatory growth of the Air Marshal provided by the United States government.In view of the periodic fluctuation of the development of Air Marshal in the United States,the framework of gradient layer expansion pattern is proposed.Furthermore,it may provide more reference for promoting Chinese Air Marshal moderniza-tion drive.
