军民通用质量管理体系建设思路探讨——以航空航天领域为例

Discussion on Construction of Civil-military Universal Quality Management System——Taking Aerospace Sector for Example

随着中国航空航天事业的迅猛发展以及国家军转民、民参军战略的大力推行,越来越多的民用航空航天企业尝试进入军工行业。民用航天航空企业通常具备AS 9100的质量管理体系,但是军工行业又具有其独特性,科学高效地建立合规的国军标质量管理体系成为行业的准入门槛。本文通过对AS 9100D和GJB 9001C进行对比分析,探索建立融合质量管理体系的思路,并给出了融合体系的设计方法,为致力于提供军民通用产品的相关企业提供参考,对于刚刚开始建立AS 9100以及GJB 9001质量管理体系的组织亦具有指导意义。

With the rapid development of China's aerospace industry and the vigorous implementation of the national military-civilian integration strategy, more and more civil aerospace enterprises have tried to enter the military industry.Civil aerospace enterprises usually are equipped with the quality management system AS 9100, but the military industry has its uniqueness, which means the scientific and efficient establishment of a universal national military standards quality management system has become the entry threshold of the industry. Via comparative analysis of AS 9100D and GJB 9001C, this paper explores the idea of establishing an integrated quality management system, and gives the design method of the integration system, which provides reference for relevant enterprises committed to providing “military-civilian integration” products, and also has guiding significance in organizations that just begin to establish AS9100 and GJB9001quality management systems.
