改革开放四十多年,中国经济飞速发展,居民财富快速积累,与此同时,收入分配差距拉大和分配比例失衡等问题也随之出现,给实现共同富裕带来了巨大挑战。为了应对这一挑战,党的二十大报告提出了“规范财富积累机制”的创新概念,这与中国当前的发展阶段非常契合。中国式现代化是全体人民共同富裕的现代化,要求坚持按劳分配为主体、多种分配方式并存,以增加低收入群体收入,扩大中等收入群体,规范收入分配秩序,规范财富积累机制,彰显中国式现代化的社会主义特征。中国在推动共同富裕的历史进程中既要注重效率又要体现公平,如何在确保居民收入稳步增长的同时规范财富积累机制,实现居民财富的持续积累,已经成为推进中国式现代化重要且紧迫的任务。规范财富积累机制的重要性在于,以公正和合理的方式引导财富积累,为低收入和中等收入群体提供更广泛的财富获取途径,使改革发展成果惠及全体人民,从而提高整体经济水平。这既体现了以人民为中心的发展理念,又对推动社会公平正义、实现共同富裕的目标具有不可替代的作用,更是推动中国式现代化进程的关键一步。
