国际科技组织主席与副主席中方任职人员履历分析及其启示

A Curriculum Vitae Analysis of Chinese Presidents or Vice-Presidents in International Science and Technology Organizations and Its Implications

本研究利用网络调研、文献调研、文献计量学、案例分析、交叉分析等方法,对中国在国际科技组织拥有主席或副主席任职经历的一百余位学者的履历信息进行采集、整理、清洗和加工,从群体特征、高等教育与学术经历、国际科技组织任职经历等多个维度进行分析。分析结果显示,目前中国拥有国际科技组织主席或副主席任职经历的调研对象中女性占比约一成,近四成调研对象在45~55岁期间首次担任国际科技组织的主席或副主席,超过七成调研对象的晋升来源为国际组织、高校或科研机构,绝大多数调研对象拥有博士学位,其中不到四成的调研对象在海外取得博士学位。国际科技组织主席与副主席中方任职人员数量最多的领域是地学领域。本研究提出,在国际科技组织后备人才培养、选拔和推荐方面,应重视女性科技人才、处于职业生涯中期的科技人才、化学领域的科技人才,同时在推荐人才时不应以海外留学经历为必要条件。

This study uses web research,literature research,bibliometrics,case study and cross-tabulation,collected,organized,cleaned and deeply processed the curriculum vitae information of more than one hundred scholars with presidents or vice-presidents experience in international science and technology organizations in China,and analyzed them from various dimensions such as group characteristics,higher education and academic experience,and experience in international science and technology organizations.The results of the analysis show that about 10%of the research subjects in China who have experience in presidents or vice-presidents positions in international science and technology organizations are women,about 40%of the research subjects first took up presidents or vice-presidents positions in international organizations between the ages of 45 and 55,more than 70%of the research subjects were promoted from international organizations,universities or scientific research institutions,and the majority of the research subjects hold a doctorate degree,of which less than 40%obtained their doctorate degrees overseas.The field in which we have the largest number of presidents or vice-presidents is geology.This study suggests that in the cultivation,selection and recommendation of reserve talents in international science and technology organizations,emphasis should be placed on female scientific and technological talents,scientific and technological talents in the middle of their careers,and scientific and technological talents in the field of chemistry,while overseas study experience should not be a necessary condition when recommending talents.
