Research on the Impact of Fast Pre-Trial Mechanism on Innovative Subjects

【目的】分析当前快速预审工作现状,为更好地服务创新主体,针对当前预审工作中存在的问题提出相应的解决方案。【方法】通过对济南市高端装备制造领域专利申请情况进行归纳总结,结合IPC分类号对当地的产业布局进行分析,通过优化快速预审机制,构建知识产权服务平台提升知识产权转化运用效率。【结果】相比一般发明专利常规审查程序,快速预审机制能够缩减授权周期90%以上,专利授权率也得到大幅提升。【结论】知识产权保护中心可以充分发挥快速预审的业务优势,推动专利审查提质增效,促进区域经济和知识产权的发展。

[Purposes]This paper mainly analyzes the current status of the rapid pre-trial work,and provides solutions to solve the problems existing in the current pre-trial work in order to better serve the innovation subjects.[Methods]By summarizing the patent applications in the fields of high-end equipment manufacturing in Ji′nan,the local industrial layout with the IPC classification number was analyzed.By optimizing the fast pre-trial mechanism,an IP service platform to enhance the efficiency of IP conversion and application was built.[Findings]Compared with the general invention patent regular examination procedure,the fast pre-trial mechanism can reduce the granting cycle by more than 90%and the patent granting rate has been significantly improved.[Conclusions]The results show that the IPR Protection Center can give full play to the business advantages of expedited pre-examination,promote the quality and efficiency of patent examination,and promote the development of regional economy and intellectual property.
