The Historical Experience,Practical Challenges and Future Approaches of the Development of Childcare Services under the Leadership of the Communist Party of China

我国托育服务的发展史,就是中国共产党领导托育服务的踔厉奋斗史。在中国共产党的领导下,托育服务的发展从“革命摇篮”到“保育未来”,历经了新民主主义革命时期的筚路蓝缕,社会主义建设时期的重建恢复,改革开放时期的曲折发展,逐步迈向新时代普惠优质的伟大奋进之路。在我国托育服务发展历程中,形成了以坚持党的全面领导为根本,以为人民谋幸福为目标,以服务发展大局为中心,以政策体系建设为抓手的历史经验和基本要义。在全面建成社会主义现代化强国的关键时期,应积极应对托育服务发展面临的多元化供给、普惠性转型、高质量发展与高效能治理的现实困境,从优化服务供给体系、标准规范体系、综合监管体系和制度保障体系出发,加快推动新时代托育服务体系现代化建设。

The history of the development of childcare services in China is the history of the vigorous struggle of the Communist Party of China(CPC)to lead childcare services.Under the leadership of the CPC,the development of childcare services has gone from the"cradle of revolution"to"preserving the future",through the blue strands of the new democratic period,the reconstruction and restoration of the socialist construction period,and the tortuous development in the reform and opening up period,and gradually moved towards the great road of inclusive and high-quality in the new era.Looking back at the development process of childcare services in China,the historical experience and basic essence of adhering to the comprehensive leadership of Communist Party of China as the foundation,seeking happiness for the people as the goal,serving the overall situation of development as the center,and taking the construction of the policy system as the starting point have been formed.At the critical moment of building a modern and powerful socialist country in an all-round way,we should actively respond to the practical challenges of diversified supply,inclusive transformation,high-quality development and efficient governance faced by the development of childcare services,and accelerate the modernization of the childcare service system in the new era from the optimization of the service supply system,standard and normative system,comprehensive supervision system and institutional guarantee system.
