劳动力具有两重属性:劳动力商品属性与资本属性。构建劳动力产权有效激励体制机制和收益分配有效激励体制机制,完善和健全市场运行体制机制和法治监管体制机制,能够发挥劳动力的商品属性和市场化有效配置的作用,提高劳动生产率,增加财富生产,能为劳动者财富占有上的共同富裕提供财富支持。构建劳动力资本化为劳动者股份的制度安排,能够发挥劳动力资本属性的作用,劳动者持有劳动力资本股份,参与剩余价值转化的利润收入分红,有利于他们实现收入占有上的共同富裕。

Labor force possesses dual attributes as both a commodity and capital.By constructing the in⁃centive mechanism of property rights and income distribution of the labor force,and by improving and strengthening market operation systems and legal regulatory systems,the role of labor as a commodity and its market-oriented effective allocation,can be realized.That enhances labor productivity,increas⁃es wealth production,and provides support for common prosperity in terms of wealth possession.Through the institutional arrangement of capitalizing labor as worker shares,the role of labor as capital can be harnessed.Workers'participation in profit distribution through holding labor capital shares en⁃ables them to achieve common prosperity in terms of income possession.
