基于信息熵理论的流域生态补偿资金分配方法与实践——以京承段潮白河流域为例

摘要 潮白河是为北京供水的主要河流之一,位于潮白河上游的承德地区也是北京的重要水源地。随着京承《密云水库上游潮白河流域水源涵养区横向生态保护补偿协议》的签订,正式开启了京承段潮白河流域的第一轮生态补偿。但在本次生态补偿中,存在着补偿资金指标选取不全面、未区分不同指标的重要性等问题,大大降低了流域生态补偿效果。基于上述原因,本研究利用信息熵理论,选取流域面积、流域内人口、人均GDP、地表水资源量、生态保护成本5项指标,构建京承段潮白河流域生态补偿资金分配模型,计算出承德3县的分配比例和分配金额。 The Chaobai River was one of the main rivers that supplied water to Beijing.Chengde area,located in the upper reaches of Chaobai River,was also an important water source for Beijing.With the signing of the"Horizontal Ecological Protection Compensation Agreement for Water Source Conservation Area in the Chaobai River Basin in the Upper Reaches of Miyun Reservoir",the first round of ecological compensation in the Chaobai River Basin of Beijing-Chengde section was officially opened.However,in this ecological compensation,there were problems such as incomplete selection of compensation fund indicators and the importance of different indicators,which greatly reduced the effect of ecological compensation in the river basin.Based on the above reasons,this paper used the information entropy theory to select five indicators:basin area,population in the basin,per capita GDP,surface water resources and ecological protection cost,constructed the allocation model of ecological compensation funds in the Chaobai River Basin,and calculated the allocation ratio and allocation amount of the three counties in Chengde.
