持续实施的积极财政政策优化路径研究

2023年我国经济增长企稳回升,但与潜在增长水平仍有差距,积极财政政策需要继续加力提效。与此同时,财政在持续减收增支的背景下,收支矛盾日益突出,可持续性有所下降,财政风险不容忽视。有鉴于此,积极财政政策需要审时度势,适时进行政策优化,兼顾财政可承受能力和政策有效性,灵活运用财政政策扩张工具,在更紧平衡下努力实现稳增长与财政可持续发展之间的平衡。

China's economic growth has stabilized and rebounded in 2023,but there is still a gap with the potential growth level,and the active fiscal policy needs to continue to strengthen efficiency.At the same time,under the background of continuous fiscal revenue reduction and fiscal expenditure increase,the contradiction between revenue and expenditure has become increasingly prominent,the sustainability has declined,and fiscal risks cannot be ignored.In view of this,active fiscal policy needs to be optimized in a timely manner.Fiscal affordability and policy effectiveness should be taken into account,and flexibly use fiscal policy expansion tools,strive to achieve a balance between stable growth and sustainable fiscal development under a tighter balance.
