妇女权益保障法制定与实施的历史考察(1992—2005年)

《中华人民共和国妇女权益保障法》的出台缘于改革开放后保障妇女权益的需要,也是履行国际妇女人权义务的必然要求。该法从1992年10月颁布至2005年8月第一次修订,各级政府及社会团体组织开展了大规模、广泛性、多样化的宣传活动,持续实施坚持和扩大维护妇女权益的相关举措,在党和政府的领导下,妇女权益保障工作逐渐成为一项全社会的系统性工程。该法在不断修订完善和实施过程中推动了尊重、保护妇女权益良好风尚与社会氛围的形成,彰显了保障妇女权益这一坚定的国家意志,为中国妇女人权事业的新飞跃奠定了坚实基础。

The promulgation of the Law on the Protection of the Rights and Interests of Women of the PRC stemmed from the need to protect women's rights and interests after the reform and openingup,and was also an inevitable requirement for fulflling international women's human rights obligations.The law was promulgated in October 1992 and revised for the first time in August 2005.Governments and social organizations at all levels carried out large-scale,extensive,and diversified promotional activities,continuously implementing measures to uphold and expand the protection of women's rights and interests.Under the leadership of the Party and government,the protection of women's rights and interests has gradually become a systematic project for the entire society.In the process of continuous revision,improvement,and implementation,this law has promoted the formation of a good trend of respecting and protecting women's rights and social atmosphere,demonstrating the firm national will to protect women's rights and interests,and laying a solid foundation for a new leap in China's women's human rights cause.
