摘要
运用BCC-DEA和Malmquist-DEA模型,对2016—2020年重庆市基层医疗卫生资源配置效率及投入冗余进行比较分析。结果显示,重庆市基层医疗卫生资源配置效率有待提升,技术进步是导致效率下降的主要因素;从投入冗余看,仅9个区县零冗余。因此,市政府需优化医疗卫生政策,引导区域合理配置基层医疗卫生资源;各区县应以医疗卫生需求为基础、资源均衡为出发点、技术进步为动力、分级诊疗为突破口,实施具有地方特色的医疗卫生政策,提高基层医疗卫生资源配置效率。
The BCC-DEA and Malmquist-DEA models were used to compare and analyze the allocation efficiency and investment redundancy of primary health resources in Chongqing from 2016 to 2020.The results showed that the efficiency of primary medical and health resource allocation in Chongqing needed to be improved,and technological progress was the main factor leading to a decrease in efficiency.From the perspective of investment redundancy,only 9 districts and counties belonged to zero redundancy areas.Therefore,the municipal government should optimize health policies and guide the rational allocation of primary medical and health resources in the region.Each district and county government should take health service demand as the foundation,resource balance as the starting point,technological progress as the driving force,and hierarchical diagnosis and treatment as the breakthrough point,implement health policies with local characteristics,and improve the efficiency of primary medical and health resource allocation.
