公共艺术文化价值的实现及保障机制建设

Realizing the Cultural Value of Public Art and Building a Guarantee Mechanism

公共艺术是现当代社会的一种文化形态和文化表达方式。要达到公共艺术文化价值的充分实现,离不开保障机制的建设。本文首先从公共艺术的性质到如何进一步实现公共性等问题谈起,提出了对于公共艺术项目管理机制建设的几方面的建议,以及例举了相关政策和条例的成功出台对于公共艺术公共性实现的积极作用。从而指出形成一个有计划、有目标、有理论、有实践、有传播的完整的公共艺术建设体系,对于贯彻和落实创造中国特色、中国气派、中国风格的当代公共艺术的意义、作用和重要性。

Public art is a cultural form and a way of cultural expression in modern and contemporary society. To fully realize the cultural value of public art requires the building of a guarantee mechanism. This paper starts with the nature of public art and how to make art more public, puts forward several suggestions on building a management mechanism for public art projects, exemplifies the positive role of relevant policies and regulations that are successfully introduced to put public art in place and then points out the significance and role of a complete public art development system with plans, goals, theories, practices and publicity in creating contemporary public art with Chinese characteristics, Chinese vision and Chinese style.
