摘要
本文在系统总结国内外发展高速公路路衍经济典型经验的基础上,结合山东高速集团在发展路衍经济上取得的成就和存在的问题,提出了高速公路路衍经济“1+4+9+N”发展模式,即构建一套路衍经济体制机制,聚焦“点、线、面、空”四大维度,围绕“服务区+、物流、能源、装备制造、文旅产业、数字产业、生态环保、乡村振兴、双碳产业”九大产业方向,实施N项举措,并针对路衍经济的发展提出了相关政策建议,为山东省高速公路运营主体的高质量可持续发展提供了决策参考。
This paper summarizes the typical experience of developing expressway-derived economy at home and abroad. Combining with Shandong High-speed Group achievements and existing problems in the development of the expressway-derived economy,this paper puts forward the expressway-derived economy “1+4+9+N” development model. Namely, building a set of expressway-derived economy systems and mechanisms, focusing on the four dimensions of “point, line, plane and space”, and carrying out N measures in the field of “service area +, logistics, energy, equipment manufacturing, cultural and tourism,digital industry, ecological and environmental protection, rural revitalization, and dual carbon industry”.
