县域协同发展能力的理论内涵及定量测度

Theoretical connotation and quantitative measurement of county synergy development capability

县域是推进城乡融合的基本单元,如何优化县域发展模式并提升其发展能力,是促进城乡融合、实现乡村振兴的关键。本文从人地关系地域系统理论与协同论出发,构建了基于外源驱动、城镇发展、乡村发展、城乡交互4个子系统的县域协同发展能力分析框架,并以河南省为例,通过对子系统发展能力的识别与测度,探讨县域协同发展水平及其特征。研究发现:河南省县域子系统发展能力呈“核心-外围”空间分异格局,县域子系统协同度与发展能力不匹配。河南省县域协同发展能力整体水平不高且县域差异显著,子系统贡献度变化具有阶段性特征,子系统发展能力结构不合理,县域协同发展效应尚不明显。河南省县域协同发展能力空间分异是政府主导、市场驱动、创新引领和城镇促进四个维度共同作用的结果。通过发挥县域外源驱动、城乡交互子系统作用,促进外源要素落地乡村地域及由城到乡要素流动,可以激发县域子系统的自组织功能,推动县域协同发展及城乡融合。

County is the basic unit to promote urban-rural integration.Identifying the composition of county subsystems,measuring subsystem development capabilities and their coordination levels,and optimizing county development models and improving development capabilities are the keys to promoting urban-rural integrated development and the practice of rural revitalization strategies.Based on the regional system theory of human-land relationship and synergy,the county is composed of four subsystems:exogenous drive,urban,rural,and urban-rural interaction.Based on this,the theoretical connotation,analytical framework and measurement method of county synergy development capability are proposed.And taking Henan province as an example for empirical analysis,the study found that the development capabilities of county-level subsystems in the province were differentiated in the coreperiphery space,the level of coupling and coordination between subsystems was generally low,and the county-level synergy of the four subsystems did not match their development capabilities.The overall county-level coordinated development capability is not high and the differences between the counties are relatively large.The contribution of subsystems varies significantly at different stages.The structural problems of the development capability within and outside the county and between urban and rural subsystems are prominent,and the effect of county-level coordinated development is not yet obvious.The spatial differentiation of county synergy development capability in Henan is driven by four dimensions:government-led,market-driven,innovation-oriented and urban promotion.Playing the role of external driving and urban-rural interaction subsystems in the county,promoting the landing of external driving factors in rural areas and the flow of factors from urban to rural areas,stimulating the selforganizing function of the county system,can effectively promote the coordinated development of the county and the process of urban-rural integration.
