民国时期贵州雷山设治局的设置与治理

Establishment and Management of Leishan Governance Bureau inGuizhou during the Republic of China Era

民国时期,中央政府通过设置设治局来加强对边疆地方的控制,并向县制过渡。南京国民政府设置雷山设治局,是综合考虑区域治理需要和民众意愿的结果。雷山设治局建立后一方面调整和完善组织机构,一方面积极发展交通、教育和经济建设,实现了设治的初衷。雷山设治局的成立及其对地方的建设,既反映出政区调整与地方社会之间的相互作用,亦体现出设治局制度的变迁轨迹与总体趋势。

During the Republic of China era,the national government implemented measures to enhance its authority over bor⁃der regions.One such measure was the creation of a governance bureau,which was integrated into the county system.The estab⁃lishment of the Leishan governance bureau was a well-considered decision that took into account the local governance require⁃ments and the desires of the populace.After the establishment of Leishan Establishment Bureau,on the one hand,it adjusted and improved the organization,on the other hand,it actively developed transportation,education and economic construction,realizing the original intention of the establishment and governance.The establishment of Leishan Bureau and its local construction not only reflects the interaction between the adjustment of the district and the local society,but also reflects the change track and overall trend of the bureau system.
