对重大突发公共卫生事件中药械应急管理的思考——以新型冠状病毒感染疫情应对为视角

Thoughts on the Emergency Management of Chinese Medicine and Equipmentin Major Public Health Emergencies——from the Perspective of Response to the Corona Virus Disease 2019 Infection

目的:梳理新型冠状病毒感染疫情应对过程中我国药械应急管理的情况与不足,提出新形势下突发公共卫生事件中药械应急管理的建议和启示,提升药械应急管理水平。方法:采取文献查阅法,对新冠疫情防控中的药械应急管理进行回顾,通过访谈调研进行补充完善,分析应对中存在的薄弱点。结果:相关部门采取了积极的应对保障措施,但在法规建设、预案体系、审评机制等方面还存在不足。结论:我国药械应急管理应进一步完善立法,优化应急体系,建立决策平台,强化应急技术储备,科学开展应急培训演练。

Objective:To sort out the current situation and defi ciencies of emergency management of medicine and equipment in my country in response to the Corona Virus Disease 2019 infection,put forward the suggestions and enlightenment of emergency management of medicine and equipment for public health emergencies under the new situation,and improve the level of emergency management of medical equipment.Methods:The emergency management of medicine and equipment in the prevention and control of the new crown epidemic was reviewed by means of literature review,supplemented and improved through interviews and investigations,and the weak points in the response were studied.Results:Relevant departments have taken active measures to deal with the safeguard,whereas there were still defi ciencies in the construction of laws and regulations,the planning system,the review mechanism and other aspects.Conclusion:The emergency management of pharmaceutical equipment in our country should further improve the legislation,optimize the emergency system,establish a decision-making platform,strengthen emergency technical reserves,and scientifi cally carry out emergency training exercises.
