战略纵深思想与巴基斯坦对阿富汗塔利班政策

The Concept of Strategic Depth and Pakistan's Policy towards the Afghan Taliban

摘要 巴基斯坦是对阿富汗有着重要影响力的国家,战略纵深思想是巴基斯坦对阿富汗政策的战略支柱。从历史上看,为将阿富汗打造为自身的战略纵深地带,巴方曾采取积极支持塔利班的外交政策,但是多种原因导致战略纵深政策并未完全达到预期。总体上看,巴基斯坦自身资源束缚、塔利班的独立自主性和对塔利班的全面支持,导致巴基斯坦战略环境恶化。在外部安全威胁下,巴基斯坦难以完全放弃战略纵深思想。在美国从阿富汗全面撤军和塔利班再次执政的背景下,巴基斯坦应劝说塔利班实现国内治理和反恐承诺,推动国际社会与塔利班的对话和援助,从而构建对阿富汗的积极影响力。 Pakistan wields significant influence over Afghanistan,and the concept of strategic depth is a core pillar of Pakistan's policy towards Afghanistan.Historically,as a means of establishing strategic depth in Afghanistan,Pakistan actively pursued a foreign policy of support for the Taliban.However,due to several reasons,the strategic depth policy failed to achieve its expected outcome.Pakistan's own deficiency of resources,the Taliban's high-level of autonomy,and Pakistan's comprehensive support for the Taliban resulted in a deterioration of Pakistan's strategic environment.Facing external security threats,it is difficult for Pakistan to completely abandon its strategic depth approach.Against the backdrop of America's complete withdrawal from Afghanistan and the Taliban's return to power,Pakistan should persuade the Taliban to fulfill their commitments with respect to domestic governance and counterterrorism,while also advocating for the international community to engage in dialogue with and provide assistance to the Taliban.In this way,Pakistan can build positive influence in Afghanistan.
