功能区是中国特有的一种治理单元,依据不同发展阶段的需要,经历了从特殊功能区、综合功能区到全域功能区的逐步演变,功能区的功能被不断强化,覆盖面逐步扩展。“全域”概念出自空间规划,后被引入产业规划和发展规划,全域功能区是一种虚实结合的治理单元,具有行政区与功能区重合的优势。不同时期的发展和治理需要不同的功能区,全域功能区由中央从先发展地区选拔,重点在于示范,适应了新时代建设中国特色社会主义现代化强国的需要。全域功能区得到中央批量式授权和加强式增能,承担了全面制度创新任务,是特定空间的一种再地域化。
