包干制是凝聚治理智慧、彰显中国特色的创新性治理机制。在专项整治过程中,“街道下沉社区”的组织动员模式呈现一种新型的包干制形态即连带包干制。连带包干制具备专项整治任务作为其包干对象、街道下沉人员和社区人员是连带的包干主体、具有权责利配置的包干控制机制、区域包干与特殊事务包干并存的包干方式等结构性要素。中心工作化的前置程序、街道下沉的形式要素、作为实质要素的事责连带,彰显了连带包干制的运转机制。连带包干制在重构包干体系、建构连带式包干机制、推动包干任务完成的过程中,存在事责共同体不稳固、重结果轻过程的偏差及职能挤压等隐忧。
