摘要
本文选取2009-2020年中国沿海11个省份的面板数据,运用超效率SBM-ML模型测算海洋渔业全要素生产率,并研究环境规制对其变化的影响以及科技创新在该影响机制中发挥的作用。实证结果显示,中国海洋渔业全要素生产率整体呈现上升趋势,并且技术进步是其增长的主要动力;环境规制对提高海洋渔业全要素生产率有显著的促进作用,且不同类型环境规制工具的影响存在差异;科技创新在环境规制提高海洋渔业全要素生产率的影响机制中发挥中介效应。
Based on the panel data of 11 coastal provinces in China from 2009 to 2020,this paper mensures the marine fishery total factor productivity by the S uper-efficiency SBM-ML model,then it explores the impact of environmental regulation on marine fishery total factor productivity and the role of technological innovation in the impact mechanism.The study found that China's marine fishery total factor productivity is improving on the whole,and technological progress is the main drivi ng force.Environmental regulation can improve marine fishery total factor productivity noticeably,and different types of environmental regulation tools have different effects.Technological innovation has a mesomeric effect on the impact mechanism of mar ine environmental regulation to improve marine fishery total factor productivity.
