我国渔港高质量发展的开发模式研究

Research on the development model of high quality development of fishing ports in China

通过查阅文献资料和实地考察调研,总结梳理目前我国渔港发展面临的主要问题,调查分析了渔港功能的经济性情况以及各功能的盈利模式,发现渔港的很多功能具有一定的盈利性,具备了渔港高质量发展的基础。通过对渔港开发模式的综合比较研究,渔港可以采用高速公路等类似基础设施的投资开发模式,引入社会资本方进行政企合作,发挥双方优势,统一规划、统一开发和统一管理,共同投资建设运营渔港,延伸渔港产业链,打造渔港经济区,促进渔港高质量发展。

Through literature review and field investigation,the main problems faced by the development of fishing ports are summarized and sorted out.The economic situation of fishing port functions is investigated and analyzed,and the profit models of each function are understood in detail.It is found that many functions of fishing ports have certain profitability and have their own foundation for high quality development of fishing ports.Through a comprehensive comparative study of fishing port development models,fishing ports can adopt investment and development models such as highways and similar infrastructure,introduce social capital into administrative enterprise cooperation,leverage the advantages of both parties,unify planning,development,and management,jointly invest in the construction of operating fishing ports,extend the fishing por t industry chain,create fishing port economic zone,and promote high quality development of fishing ports.
