海洋强国背景下,我国蓝色经济进入快速发展的新阶段,成为我国国民经济高质量发展的重要组成部分。蓝色债券顺应蓝色经济市场的需求成为新型融资工具,能够为我国经济的可持续发展和实现海洋强国建设的战略目的提供有效的资金支持。通过分析发行蓝色债券的目的和发行规模,从市场制度层面、募集资金监管层面、发债主体能力建设层面和风险管理层面构建蓝色债券发行的保障体系,助力蓝色经济高质量发展。

Under the background of maritime power,China's blue economy has entered a new stage of rapid development and become an essential part of the high-quality development of China's national economy.Blue bonds conform to the demand of the blue economy market and become a new financing tool,which can provide effective financial support for the sustainable development of China's economy and the strategic purpose of building China into a maritime power.Based on the analysis of the purpose and issuance scale of blue bonds,this paper constructs a guarantee system for the issuance of blue bonds from the aspects of the market system,fund raising supervision,capacity building of bond issuers and risk management so as to help the high-quality development of the blue economy.
