Unemployment Insurance for Veterans in the New Era:Military-to-military Continuity and Policy Optimization

《退役军人保障法》为健全新时代退役军人失业保险政策体系提供了全新的法律框架,标志着我国退役军人失业保险政策建构取得了显著成就。但是,我国退役军人失业保险的权益保障仍不尽如人意,退役军人失业保险的就业促进功能仍未得到充分发挥。“十四五”期间,应当按照“健全退役军人工作体系和保障制度”的规划部署,从适时增补军人退役失业保险项目、化解“只带政策不带钱”的政策局限、避免退役军人失业保险政策“群体化”分割等方面构建退役军人失业保险接续机制,并从重塑退役军人失业保险政策体系、厘清退役金与失业保险待遇关系、完善退役军人失业保险接续流程等方面优化相关配套措施。

The Law on the Protection of Veterans has provided a brand-new legal framework for the improvement of the unemployment insurance policy system for veterans in the new era,marking a remarkable achievement in the construction of unemployment insurance policy for veterans in China.However,the protection of the rights and interests of veterans unemployment insurance in China is still unsatisfactory,and the employment-promoting function of veterans unemployment insurance has not been given full play.During"the Fourteenth Five-Year Plan"period,in accordance with the planning and deployment of the"Improvement of the Work System and Security System for Veterans",a mechanism should be constructed for the continuation of unemployment insurance for veterans in terms of timely additions to the unemployment insurance programme for veterans,the resolution of the policy limitation of"carrying only the policy but not the money"and the avoidance of a"grouped"segmentation of the unemployment insurance policy for veterans,and optimization of the relevant supporting measures in terms of reshaping the policy system for unemployment insurance for veterans,clarifying the relationship between veterans retirement benefits and the unemployment insurance entitlement,and improving the process of the continuation of the unemployment insurance programme for veterans.
