我国体育旅游政策的计量分析 --基于政策工具视角

A Quantitative Analysis of Sports Tourism Policy in China Based on Perspective of Policy Tools

体育旅游是新时代我国体育产业和旅游产业高质量发展新的战略支撑点。运用内容分析法,基于政策工具分析框架,把握我国体育旅游政策文本的总体特征趋势、分析体育旅游政策文本的整体性和根本性问题。研究认为:当前我国体育旅游政策基础薄弱,专项政策匮乏;政策工具呈现重环境型,轻供给型态势;政策主体呈现重政府支配,轻市场调节格局;创新价值链呈现重市场应用,轻基础研发观念;政策内容趋同性高,个性化程度低。为进一步完善我国体育旅游政策,可以从建立健全体育旅游专项立法工作,系统编制体育旅游专项政策文件;优化政策工具的有效组合,发挥政策工具的最大合力;激发体育旅游市场主体活力,调动体育社会组织积极性;提高基础研发能力,加大体育旅游创新扶持力度;综合域外经验和本土实践,打造个性化体育旅游政策体系等方面加以落实。

Sports tourism is a new strategic fulcrum for the high-quality development of China’s sports and tourism industries in the new era.Through content analysis,based on the analysis framework of policy tools,the study aimed to comprehensively grasp the characteristics and trends of China’s sports tourism policy texts,accurately know the fundamental issues of sports tourism policy texts.It was concluded that the current sports tourism policy foundation in China was weak,and there was a lack of special policies.The policy tools presented an environment-oriented,rather than a supply-oriented tendency.The policy subjects presented a government-dominated,rather than market regulated pattern.The innovation value chain presented a market application-oriented,rather than basic research and development concept.The policy content was highly homogenous,and the degree of individualization was low.To further improve China’s sports tourism policy,it needed to improve the sports tourism-specific legislative work and systematically establish sports tourism-specific policies,to optimize the effective combination of policy tools and maximize the synergy of policy tools;to stimulate the vitality of sports tourism markets,to mobilize the enthusiasm of sports social organizations,to improve the basic research and development capabilities,to increase support for sports tourism innovation,to integrate the overseas experience into the local practices in order to create a specialized sports tourism policy system.
