营商环境对高技术产业集聚的影响分析

Analysis of the Effect of Business Environment on the Agglomeration of High-tech Industries

在理论分析营商环境对高技术产业集聚的作用机制基础上,通过熵权法测算2010—2020年中国内地除西藏外30个省份或直辖市的营商环境指数,实证检验营商环境对高技术产业集聚的影响。结果表明:从整体上看,营商环境对高技术产业集聚具有显著影响;就营商环境分级指标而言,市场环境、政策环境能显著提升高技术产业集聚水平,而宏观经济环境、基础设施为正向促进作用但并不显著;根据区域异质性结果分析,我国东部、中部地区营商环境对高技术产业集聚效应更为显著,西部地区效果不明显。

On the basis of theoretical analysis of the effect of business environment on the agglomeration of high-tech industries,this paper calculates the business environment index of 30 provinces or municipalities directly under the Central Government in China's Mainland from 2010 to 2020 except Tibet by using the entropy weight method,and empirically tests the business environment Impact on high-tech industrial agglomeration.The results show that:on the whole,the business environment has a significant impact on the agglomeration of high-tech industries;in terms of business environment classification indicators,the market environment and policy environment can significantly improve the level of high-tech industry agglomeration,while the macroeconomic environment,infrastructure According to the analysis of regional heterogeneity,the business environment in the eastern and central regions of my country has a more significant effect on high-tech industry agglomeration,while the effect in the western region is not obvious.
