区域协调发展视域下的陆海统筹:关键环节与实现路径

实施区域协调发展战略,是实现中国式现代化的必然要求。陆海统筹战略是区域协调发展战略的重要组成部分,区域协调发展目标的实现离不开陆海统筹的高质量发展。在构建新发展格局的时代背景下,陆海统筹促进区域协调发展需要打通的关键环节和实现路径成为需要关注的重点议题。陆海统筹需要通过畅通国内经济大循环、优化国内国际双循环、推动“五位一体”建设、培育区域发展增长极和促进区域帮扶与合作来促进区域协调发展,然而也面临陆海统筹制度体系尚不完善、区域发展不平衡等突出问题和严峻挑战。通过陆海统筹促进区域协调发展的实现路径有:完善陆海统筹领域的顶层制度设计、探索海陆区域间帮扶合作新机制、提升陆海经济的一体化水平以及加强对海岸带陆海系统的生态保护。

Implementing the strategy of regional coordinated development is an inevitable requirement for real⁃izing Chinese-type modernization.The strategy of the land-sea overall planning is an important part of the strat⁃egy of regional coordinated development,and the realization of the goal of regional coordinated development cannot be achieved without the high-quality development of the land-sea overall planning.In the context of an era when a new development pattern is being built,the key issues and the implementation ways that need to be solved in promoting regional coordinated development through the land-sea overall planning have become the key topic that need to be paid attention to.The land-sea overall planning needs to promote regional coordinated development through making the major domestic economic cycle unimpeded,optimizing the international-do⁃mestic double cycle,promoting the“five-sphere integrated plan”construction,cultivating regional develop⁃ment growth poles,and promoting regional assistance and cooperation.However,it also faces outstanding prob⁃lems and severe challenges such as the imperfect system of the land-sea overall planning and unbalanced re⁃gional development.The ways to promote regional coordinated development through the land-sea overall plan⁃ning are as follows:to improve the top-level institutional design in the field of the land-sea overall planning,to explore new mechanisms for regional assistance and cooperation between land and sea,to enhance the level of the integration of the land-sea economy,and to strengthen the ecological protection of the land-sea system in the coastal zone.
